The first and foremost requirement of the agency is to hire quality and efficient professional manpower/ personnel who really join to deliver and work on mandate of the department. It will really a structure on which the project manpower/ professionals will be fitted to carry out the required responsibilities with all commitment, dedications, sensitiveness and responsibilities as per the requirement & mandate of the project.
Over the past 13 years CDECS role has progressively expanded programmatically, financially and operationally as the agency has strived to improve its performance in responding to manpower requirement for socio-economic, environmental & infrastructural projects. Also in response to changing contextual and global trends, major steps have been taken to increase predictability and timeliness into the availability of qualified staffs. Also we feel that Acquiring and retaining high-quality talent is critical to an organization success.
CDECS has established different structures to address the challenge of having the right people in the right place at the right time. The division of Human Resources (HRD Division) has played a leading role. This exercise has tried to systematically and objectively to use the efficient recruitment Process for selection of perfect and responsible Human resources.
A strategic approach to HRD
HRD is not an end in itself. It is a means for tackling a basic organizational dilemma, namely to make the goals of the individual and the organization as fully compatible as possible. If the performance of the public administration is poor and its human resources are frustrated, neither of those goals is being achieved. Therefore, HRD should be designed so as to make a much better use of human resources and improve, at the same time, the well being and opportunities of professional advancement of its personnel.
